Saudi Water Partnership Company (SWPC) has confirmed in a statement that a consortium comprising ACWA Power, Haji Abdullah Alireza & Partners Company and Almoayyed Contracting Group has won the contract to develop the Rabigh 4 Independent Water Plant, with potable water production capacity of 600,000 m3/d of desalinated water.
Rabigh 4 is the eighth project in desalinated water production pipeline in partnership with the private sector, since the launch of the National Water Strategy.
Situated 180 km northwest of Makkah on the Red Sea coast in the Western Province, the project will include the desalination plant and all associated infrastructure and facilities.
The CEO of the Saudi Water Partnership Company, Eng. Khalid bin Zwaid Al-Qureshi, indicated that the commercial operation date of the project will be in the first quarter of 2026, and will utilize “reverse osmosis” technology.
In the statement, the Saudi company said that the project was presented to the investors in a BOO (Build, Own and Operate) approach, and received interest from 39 companies, of which 20 were Saudi companies. Eight applicants were qualified in total.
These included GS Inima Environment, Acciona Agua, and Cobra; Veolia and Fisia Italimpianti in addition to Hydro Industries; Aquatech International; Marubeni; J&P and VA Tech Wabag as well as ACWA Power consortium, Al Bawani Water & Power as well as Marafiq.
The preferred bidder was selected after a competitive bidding process that took place between three consortia, consisting of three local companies, two international companies and a company from the Gulf region.
Last March, Smart Water Magazine had reported that the ACWA Power consortium had been selected as the preferred bidder, winning the contract over the consortium led by ACCIONA.
The contract was signed by Minister of Environment, Water and Agriculture and Chairman of the Board of Directors of SWPC Engineer Abdulrahman bin Abdul Mohsen Al Fadhli with Acwa Consortium partners at the ministry’s headquarters in Riyadh.
